[CALL FOR APPLICATION] Training on Internal Quality Assurance (TrainIQA) in Southeast Asia 2016-2018


TrainIQA is part of the DIES programme (Dialogue on Innovative Higher Education Strategies) which aims at strengthening higher education management structures in developing countries. DIES is jointly coordinated by the German Academic Exchange Service (DAAD) and the German Rectors’ Conference (HRK) and supported by funds of the German Ministry for Economic Cooperation and Development (BMZ).

 

Target Group

TrainIQA will be open to up to 30 participants who are expected to attend all four parts of the training and who should meet the following criteria:

  • They should be current or designated quality managers or senior managers responsible for QA with proven knowledge and experience (In case no such positions exist yet, universities can appoint a person and state this in the application).
  • They should be in office for a minimum of 3 years.
  • They should hold at least a Master’s degree.
  • They need to have fluent English skills, both written and spoken.
  • They should be employed on long-term contracts that go beyond the project ending in March 2016.
  • They should preferably have at least 5 years until retirement.
  • They have to be available to attend all parts of the course.

 

Eligible Countries, Institutions and Participants – Who Can Apply?

Higher Education Institutions from Southeast Asia (Brunei, Cambodia, Indonesia, Laos, Malaysia, Myanmar, Philippines, Singapore, Thailand, Timor-Leste, Vietnam) are eligible to apply. Institutions which have already taken part in ASEAN-QA trainings in the past need to specifically outline the additional benefit they expect from the TrainIQA course in the commitment letter. Should the institution endorse a participant who already has taken part in an ASEAN-QA training (alumni), the application will receive a lower priority. ASEAN-QA Alumni who have taken part in the first TrainIQA (2014-16) course are not eligible to apply. As the five modules of the TrainIQA are interconnected, participants need to confirm by statements of their institution’s leadership that they will participate in all parts of the training in the application (see letter of commitment).

 

Funding of the Training

TrainIQA is supported through funds of the German Federal Ministry of Economic Cooperation and Development (BMZ). The following expenses will be covered for financially eligible countries:

  • International travel costs: flight to and from Germany and ground travel in Germany.
  • Accommodation, breakfast, catering and joint meals during all contact phases (Module 1 to 5) in Germany and Southeast Asia including also the high level information visit for VPs and DVCs (according to DAAD regulations).
  • Training materials
  • Emergency health insurance during the contact phase in Germany (according to DAAD regulations)

 

Application and Selection Procedure

Please fill in your application online until July, 24th 2016. You need to complete the following steps:

  1. Register at http://www.asean-qa.de/s/register/en.html with name and e-mail
  2. You will then receive an e-mail with the link to the application for (http://www.asean-qa.de/s/apply16/en.html) and a password.
  3. Follow the link in the e-mail and input your e-mail address and password to access the form and fill out the survey.
  4. Follow the survey
  5. Please make sure you hand in a full application including annexes (see below, what a full application includes)
  6. When the application is final, click on “hand in application” on the last page.

You can access your online application multiple times and continue filling in the missing data. Once you have clicked on “hand in application” the application is perceived to be final and you will not be able to access it anymore. In order to be considered you need to hand in a full application that consists of:

  1. Fill out the online application (see contents in Annex) which includes data on the candidate, his motivation, the proposed project and the contact data of the senior management who will attend the High Level Information Visit.
  2. Upload Letter of commitment to TrainIQA (as PDF) submitted and signed by the institution’s leadership (see example letter in Annex), including: a statement that the candidate will participate in all parts of the training and that he is supported, a confirmation of the function of the candidate, a statement that the leadership supports the project and its implementation in the candidates working time, a description of the relevance of the project proposal and its objective for the institution as seen by the senior management, and a confirmation regarding the availability of the VP / DVCs in charge of QA and/or Academic Affairs to attend the High Level Information Visit which will be carried out from 7.-11. November 2016 in Potsdam, Germany.
  3. Upload the organisational chart of the institution indicating the unit(s) in charge for QA (as a PDF)

Applications that do not include all components will not be considered. All applicants will be informed about the result of the selection process approximately at the end of August 2016.

DAAD “Helmut-Schmidt-Programme (Master’s Scholarships for Public Policy and Good Governance)” 2017  is designed to further qualify future leaders in politics, law, economics and administration according to the principles of Good Governance and to prepare them in a praxis-oriented course for their professional life. The programme offers very good graduates with a first university degree the chance to obtain a Master’s degree in disciplines that are of special relevance for the social, political and economic development of their home country. With this programme, DAAD intends to contribute to the support of Good Governance and civil society structures in selected partner countries and regions.

Who can apply?

Very well qualified graduates with a first university degree (Bachelor or equivalent) who in the future want to actively contribute to the social and economic development of their home countries. The scholarships are offered both for young graduates without professional experience and for mid-career professionals. The scholarship scheme is open to candidates from Africa, Latin America, South Asia, Southeast Asia as well as from countries in the Middle East (see list of countries).

What is fundable?

The scholarships are for Master courses at a German institution of higher education. The successful candidates will study on one of the selected Master courses listed above. The courses have an international orientation and are taught in German and/or English. The scholarship holders will study in groups and be offered a special DAAD-financed tutoring at their host institutions. Furthermore, there is the possibility of networking events for participants in different courses and their attendance at tailor-made summer-schools.

Before taking up their Master studies the scholarship holders will be placed on German courses for normally 6 months (this also applies to scholarship holders in Master courses taught in English).The language courses take place at selected institutes in Germany and not at the universities.

DAAD pays a monthly scholarship rate of currently 750 €. The scholarship also includes contributions to health insurance in Germany. In addition, DAAD grants an appropriate travel allowance as well as a study and research subsidy and in applicable cases rent subsidies and / or family allowances. DAAD-scholarship holders are exempt from tuition fees.

Requirements

In addition to the completed undergraduate studies (Bachelor or equivalent) and the study results, the main criterion for selection is a convincing description of the subject-related and personal motivation for the study project in Germany and the expected benefit after the return to the home country.

For Master courses taught in German or in German and English, good knowledge of German (ideally at completed A 2 level at the time of application) is an advantage for being able to pass the German language test required for admission to the Master programme at the end of the six-month preparatory German course. For courses taught in English, proof of good knowledge of English is required. (For more details please check the admission requirements for the selected course.)

The university degree should have been obtained during the six years before the application for the scholarship. Applicants cannot be considered if they have been in Germany for more than 15 months at the time of application.

All Master courses have further additional requirements that must be fulfilled by the applicants at any case.

Application

Please submit your application for the Master courses and for the DAAD scholarship solely to the Master courses you have selected at the respective university. Please check the deadlines on the homepages of the elected Master courses. You are allowed to submit your application to up to three Master courses listed below.

  • Motivation Letter containing a precise description of the applicant’s academic / professional and personal reasons for wishing to participate in the programme
  • Full Curriculum Vitae (CV) including information about precise field of study and, if applicable, description of job experience
  • Copies of all certificates
  • Recent language Certificates
  • Two letters of recommendation by university professors and/or current or former employer

Deadline

Call for Participants: Alternative Leadership Program with Japanese Students 2016

Semarang, io.undip.ac.id; Alternative Project is Japanese NGO that creates youth program internationally to encourage youths to explore global cultures. Alternative Project in collaboration with Nippon Foundation Student Volunteer Center (gakuvo.jp) is holding two 2-week programs that can be chosen, which are:
1. Alternative Leadership Program in Social Entrepreneurship (Jakarta, August 4-17, 2016) and 2. Culture and Education (Yogyakarta, August 30-September 12,2016).
We are looking for 4 Indonesian students for the program Jakarta  and 5 Indonesian students for the program in Jogja. They will join Japanese students from the various university in Japan. During the program, students will learn about the topics depends on the theme. Not only learning, they will also get hands-on experience through the creative activities.
For Social Entrepreneurship, Students will learn about social entrepreneurship in Indonesia such as the background, struggles, and achievement. After, they will explore a real situation in Indonesia to understand the role of social entrepreneurs in answering the problem in society by doing real actions.
For Culture and Education, the students will voluntarily teach the kids in the riverbank of Code River. The theme for this workshop is “Clean Environment: I start from myself!”. Participants, 10 Japanese and 5 Indonesian students will work in teams to create a creative workshop to deliver that theme so the kids are able to realize the importance of keeping their environment clean, especially they are living by the river where this issue is crucial.
